H.R. 184, the Mechanical Insulation Installation Incentive Act, was recently re-introduced by Representative Michael Grimm (R-NY) and Representative Timothy Bishop (D-NY).

A similar bill (S. 775: Mechanical Insulation Installation Incentive Act of 2013) was introduced in the Senate by Sen. Kirsten Gillibrand (D-NY) and Mike Johanns (R-NE).

The proposed legislation would create a tax credit for commercial buildings and industrial and manufacturing facilities, including power plants, refineries, hospitals, schools, and universities to increase the use of mechanical insulation.

The bills have been assigned to congressional committees, which must consider it before possibly sending it on to the House or Senate as a whole. No action would kill the bills.

Here’s what Senator Gillibrand said in April 2013 after introducing the bill:

“Investment in energy efficiency is a vital part of our economic recovery. This legislation would make mechanical insulation more accessible and affordable – helping to cut harmful emissions, improve the environment, lower energy bills, and create good-paying jobs right here at home. This program makes good sense for our economy and environment.”
